Ukrainian President Volodymyr Zelensky Declares Absence of Definitive Security Pledge from Allies

President Zelensky has stated that Ukraine's partners in Europe have not given him sound guarantees that they will defend Ukraine in the case of a future Russian attack.

"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on Wednesday.

These remarks follow a day after the UK and France signed a declaration of intent on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have not been agreed. The United States, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a pledge at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron subsequently indicated a significant number of soldiers may be deployed.

Partner nations suggested that the United States would take the lead in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

The Russian government has thus far remained silent on the declaration made in the French capital.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the joint statement as "a vital part of our commitment to stand with Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the juridical structure under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the years to come."

The Ukrainian leader praised that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.

"But as long as we lack such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely primarily on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also notable due to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on agreeing security protocols.

Recently, Zelensky said a peace deal was "ninety percent complete".

Questions of land and defense pledges have been at the center of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could redeploy its forces to an agreed point - but only if Russia reciprocated the action.

Moscow currently controls about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Moscow is also achieving slow progress in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
